Creating a single DNSfilter site to handle all locations
This is probably not a good idea… but is it possible to utilize a single DNSfilter site to configure all roaming clients at all locations by adding all location Public IP addresses in the configuration? All of our sites use the same policy, settings, ect.

Great question, Jeffrey S. Boyd! The good news is you don’t need to add all your locations’ public IPs to a single Site just for Roaming Clients. Roaming Clients work independently of Site IP settings, so if you’re using the same policy and configuration, you can simply assign them all to one Site.
Just apply your preferred policy to that Site, and you’re good to go! Public IPs are only needed if you're setting up DNS Forwarding—not for Roaming Clients.
