Universal Lists is a feature that lets organizations configure a blanket Allow List or Block list that spans across all Filtering Policies.
Account users with admin permissions or higher can add individual domains to the Universal Lists or upload domains in bulk using a CSV file.
This feature is available for Standard and MSP accounts.
✍️ Universal List domains aren’t available to MSP client admins in the Domain Report Tool or Query Log.
MSP Universal Lists
MSP Organizations do not manage Universal Lists independently—they're managed from the MSP account. Universal Lists are global policies that apply to every Organization. Client admins cannot adjust these lists.
Add domains to Universal Lists
Add up to 1,000 domains to either the Allow or Block Universal lists to apply the setting to all current and future Filtering Policies. These lists follow the same formatting logic as policy-level Allow and Block lists. Follow these steps to create Universal Lists.
🚨 Important: Entries added to the Universal Block List can be overridden by adding the same domain to a policy Allow List.
- From the DNSFilter dashboard, navigate to Policies (MSPs Global Policies) and select Universal Lists
- There are two options to upload domains to the list:
- Add individual domains
- Select + Add to List
- Add the domain(s) as a comma separated list
- Select whether to allow or block
- Add notes if applicable
- Select Save

Upload a .csv file via drag and drop or browse files
- Create a list of up to 1,000 domains to allow/block as a simple text file in a program like Google Sheets or Microsoft Excel, entering one domain per row
- Save the file as .csv
- From Universal Lists in the dashboard, select Import
- Select Browse Files to upload the file, or drag and drop the file from your device
- Select whether to allow or block
- Add a note if applicable. This note applies to every domain uploaded from the file
- Select Import Domains
- Add individual domains
The Universal List will populate immediately and its settings will apply to all Filtering Policies. Use the Actions menu to:
- Edit entries
- Add individual notes
- Delete a domain from the list
- Delete multiple entries at once by checking the box next to the domain name. The option to delete will appear once a box is checked
